Rep question

I can't give no rep because I need to spread some more first.. But the problem I'm having is that I can't give out any rep to hardly no one since a lot of the members have the rep thing off & the ones who have it on I already give them a while back! in fact it's been weeks but yet I still need to spread to get back to them again... But how??? could the number of rep be lower than now? in order to give some more? another thing if someone has the rep thing off and yet I give them rep does it count as spreading on my behalf even though they don't see it? :blink: because I done this & just curious to see if this will help me any to avoid getting the next message this often:

You must spread some Reputation around before giving it to _____ again.
( I hope I made sense lol )

You can give rep to people who have it turned off. I don't have the rep on, but I've recieved comments. I have to go to the UserCP and turn rep on before I can look at them though.
